Summary This position is located within in the Facilities Service Line at the Tomah VA Medical Center Fire Department in Tomah, WI. The purpose of the position is to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards. Responsibilities This announcement has been updated to extend the closing date THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but are not limited to, the following: Controls and extinguishes fires Operates various nozzles and hose lines and makes connections to and operates fire hydrants Performs forcible entries, ventilates structures, carries, raises and lowers ground ladders Assists in rescue operations Responds to hazardous materials spills Performs fire inspection duties in areas where hazards are expected to be encountered Conducts inspections, testing and maintenance (ITM) on fire detection and suppression systems such as, but not limited to sprinkler systems, fire alarm systems, fire extinguishers and fire hydrants Performs emergency procedures and renders first aid and life saving measures Moves patients, obtains vital signs, and assists with treatment procedures; and Performs other duties as assigned Work Schedule: 72-hour shifts, with rotating 24-hour shift Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Financial Disclosure Report: Not Required DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications To qualify for this position, applicants must meet the following requirements: SELECTIVE PLACEMENT FACTORS (SCREEN-OUT) - Selective Placement Factors (SPF) have been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet both SPFs are ineligible for further consideration. Note: You must submit copies of certifications with your resume/application package to receive credit. The SPFs for this position are: Certification as Firefighter ll in accordance with National Fire Protection Association (NFPA) 1001 Certification as HAZMAT Operations International Fire Service Accreditation Congress (IFSAC) in accordance with NFPA 1001. DRIVERS LICENSE: Applicants must possess a current, valid state driver's license. MAXIMUM AGE REQUIREMENT: This position requires a maximum entry age for an initial appointment; applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the designated entry age limit, but who have previously served as a federal employee in a covered position, may be eligible to re-enter the fire service provided that they: (1) meet all applicable qualifications for the position and (2) will be able to complete a total of 20 years of covered and creditable Federal fire service by the time the firefighter reaches the age of 57. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. GS-6 SPECIALIZED EXPERIENCE: Requires one years of specialized experience equivalent to the next lower grade level (GS-5) that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. (Resume(s) must clearly demonstrate this experience to be creditable. We will not make assumptions regarding experience.) NOTE: Applicants must obtain Certificate as Driver/Operator/Pumper IFSAC within 24 months of employment AND obtain Fire Inspector l and ll in accordance with NFPA 1031 within 24 months of employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Agility Fire Management First Response Interpersonal Skills IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The Firefighter must maintain physical condition to don personal protective equipment consisting of coat, helmet, boots, gloves, bunker pants and self-contained breathing apparatus, which weighs 75 pounds. This equipment must be worn when responding to and during all emergency calls (excluding ambulance) regardless of temperature. The Firefighter is expected to enter buildings and atmospheres that are unsafe due to fire, oxygen deficiencies, etc. and perform very strenuous types of work carrying heavy equipment and victims. Working conditions will include heavy physical exertion, extreme heat, smoke and dust in enclosed smoke-filled places, in all types of weather. Applicants will be given a physical examination including a treadmill and agility test. Failure to pass these tests may be justification for disqualification. Periodic medical examinations following appointment may be required to determine fitness for continued performance of the duties of the position. Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
