SUMMARY

Assist the PM in managing and coordinating activities of design and construction consultants, construction contractors, and developers to ensure they meet established schedules and budget criteria. This position will provide direct support to Project Managers and their respective Directors upon assignment, in the Special Projects/ESA Department. Provide LIRR Project Management support, coordination, and direction to 3rd party contractors. Monitor progress throughout the project including the design, implementation, and commissioning phases. Assist in managing and coordinating activities of various Railroad Departments, and outside agencies to ensure that necessary approvals are obtained to implement capital projects and to assure that necessary reviews, inspections, testing, and commissioning are performed. Duties include preparing reports, presentations, research, and studies; managing the preparation of schedules estimates and project controls; reviewing and recommending approval of invoices, contract changes and consultant proposals; ensuring a safe working environment and adherence to guidelines of company safety policies and procedures.

Responsibilities may include but are not limited to:

  • Provide support to the PM and Senior PM in managing the work of consultants, contractors, LIRR/Amtrak Force Account, and private developers.

  • Assist the PM in managing and coordinating activities of various Railroad departments, other MTA agencies, Amtrak, and outside stakeholders.

  • Prepare reports, presentations, research, and studies, run project meetings, and prepare.

  • minutes, coordinate in-house and 3rd party interfaces, review and approve transmittals and various budget and administration reports

  • Prepare scopes and supervise the preparation of schedules and estimates. Review

  • the validity of the cost and schedule impact associated with contract changes and participation in all change order negotiations.

  • Assist in coordinating and integrating Operations, Engineering, 3rd party Contractors, and other departments to support testing and commissioning.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching: I and counseling. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications:

    A )

  • Bachelor's degree in engineering/business/finance, or related field. Demonstrated, directly related, recent equivalent experience may be considered in lieu of a degree.

  • requirement, subject to approval.

  • 3 years' experience in Project Management or Construction.

  • Prior construction/engineering/manufacturing/project management experience.

  • Must have related project management experience preferably in an operation, transportation, engineering, or manufacturing environment or industry.

  • Knowledge of the construction industry (building, bridges, railroad facilities, civil, electrical, mechanical trades, signal, communications, and power).

  • Strong working knowledge of project scheduling and estimating for construction trades (all disciplines).

  • Proficient computer application skills (Windows Environment-Microsoft Office).

  • Business administration skills (i.e. report writing and spreadsheets).

  • Strong communication, interpersonal, and presentation skills.

  • Proven leadership abilities, problem-solving, and decision-making skills.

    B)

  • Prior supervisory experience.

  • CSI, CDT, ACI, certification, and EIT.

In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. Absence control violation(s) or more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
